Golden visa and your mortgage: can you qualify on a mortgaged property?

Yes — a mortgaged property can qualify. Whether you are buying ready or off-plan, or already own the property, it has to meet the AED 2 million threshold, and on a mortgaged property the bank’s letter has to support the application. Where the title deed value is below AED 2 million but the current market value meets or exceeds it, an accepted valuation report from a DLD-licensed valuation provider is required, subject to authority approval.

What the rule actually says

The real estate route to the UAE golden visa requires one or more properties with a qualifying value of at least AED 2 million. Dubai Land Department’s investor service grants a 10-year renewable residence permit. GDRFA also lists a 10-year residence for real estate investors, renewable if the conditions continue to be met.

Some older summaries still show five years for property investors. The current DLD and GDRFA investor services show ten years, so that is the duration to use for a Dubai application.

A golden visa holder on the Dubai property route can sponsor a husband or wife, children and parents, subject to the supporting documents and family-residence requirements listed by DLD.

Yes, a mortgaged property qualifies

The Dubai Land Department’s golden visa application service states directly that the property may be mortgaged. The financing bank must issue a no-objection letter confirming that it does not object to the residence permit and showing the amount paid and the outstanding balance. The live DLD service description currently goes further and says that a mortgaged-property application should provide a bank letter evidencing AED 2 million paid.

The bank letter is therefore essential, but it is not the only test. The property must meet the qualifying value rules and, on a mortgaged Dubai property, the current DLD wording means the paid amount matters as well as the property value.

What the bank letter needs to say

  • That the bank has no objection to the golden visa being issued to you against the mortgaged property.

  • The amount paid to date and the outstanding balance on the facility.

  • Identification of the property and the borrower, consistent with the title record.

Banks do issue golden-visa letters, but turnaround and the exact request channel vary. Ask the prospective lender about the letter at pre-approval, then request it as soon as the paid-amount and property conditions are met rather than treating it as an afterthought.

THE BANK LETTER PROVES TWO THINGS: CONSENT AND THE PAID AMOUNT. On a mortgaged Dubai property, the NOC is central to the application, but it must support the qualifying position shown by the property and the amount already paid.

Where the “wholly owned” confusion comes from

You will find DLD wording stating that the qualifying property must be owned by the investor, and people sometimes read that as “unencumbered” or “no mortgage.” That interpretation is wrong: the same DLD service expressly permits mortgaged property.

A mortgage does not transfer ownership — the title stays with the owner and the bank registers security against it. Joint ownership is a separate question: GDRFA states that a share in jointly owned property can qualify where the value attributable to the applicant is at least AED 2 million.

If that reads like a technicality, it is the technicality that decides whether a large number of buyers can use this route at all.

The qualifying value: the valuation certificate

For immigration evidence, GDRFA requires the property value to be certified through a property-status statement issued by Dubai Land Department and says a property valuation certificate from a DLD-licensed valuation office may also be accepted. This is separate from the valuation report your bank commissions for mortgage underwriting; the two documents serve different purposes. Where the title deed value is below AED 2 million, that valuation report from a DLD-licensed provider is the evidence the application rests on, and acceptance is subject to authority approval.

Two consequences follow.

Do not structure a visa-led purchase around an exact AED 2 million edge without checking the evidence route first. DLD’s live service description refers to purchase value at the time of purchase, while GDRFA refers to DLD-certified property value. Where the visa is part of the purchase rationale, build a margin and confirm which evidence the application center will rely on.

The bank’s own valuation still drives the mortgage, because the bank lends against the lower of the purchase price and its valuation. A down-valuation can therefore increase the cash you need even where the Golden Visa value evidence is dealt with separately.

Already own a property that is now worth AED 2 million?

If the value on your title deed is below AED 2 million but the property’s current market value meets or exceeds AED 2 million, you may still be able to apply. You will need an accepted valuation report from a DLD-licensed valuation provider, and the application remains subject to the authority’s approval. Appreciation on its own does not qualify the holding — the accepted valuation report is what evidences it.

For an existing mortgaged property, the bank letter still needs to show the paid and outstanding amounts. If the original purchase was below AED 2 million, get the authority’s confirmation on value eligibility before requesting bank documents or restructuring the loan around the visa.

How much equity do you actually need?

For Dubai, the safest reading of the current DLD investor service is straightforward: if the property is mortgaged, the bank letter should evidence AED 2 million paid. That is materially different from saying any AED 2 million property qualifies with a normal mortgage deposit. A heavily financed AED 2 million purchase should not be presented as immediately Golden-Visa eligible under the current DLD wording.

Mortgage eligibility and Golden Visa eligibility are therefore two separate calculations. A resident may qualify for an 80% mortgage on a AED 2 million property under mortgage rules, but that financing position does not by itself satisfy the current DLD paid-amount wording for the property Golden Visa. If the visa is part of the plan, establish the required paid amount before signing.

What the visa changes about your mortgage, and what it does not

It does not change the lending rules

Loan-to-value ceilings, the 50% debt burden cap, tenure and maximum age at maturity are Central Bank regulation and are unaffected by your visa category. A golden visa holder is assessed on income and liabilities like anyone else.

It can bring bank benefits

Some banks periodically extend benefits to applicants who already hold a golden visa — for example campaign pricing or more favorable income treatment. These are bank-policy positions, not Golden Visa rights, and they change. If you already hold a golden visa, tell your mortgage adviser which category it is so the current panel can be checked at the time you apply.

It does not convert income earned abroad

A golden visa holder paid from outside the UAE is still an applicant with foreign income for underwriting purposes. Holding the visa does not convert overseas earnings into locally assessed salary. Some lenders may offer campaign benefits to Golden Visa holders, but the underlying income evidence and bank-policy route still matter. Where this is you, see mortgages for income earned abroad.

Which comes first, the mortgage or the visa?

If you do not already hold qualifying property, establish the mortgage and the Golden Visa conditions together before you buy. The property purchase or qualifying off-plan interest must exist before the real-estate Golden Visa application, but on a mortgaged Dubai property the visa should only be treated as available once the value, paid-amount and bank-letter requirements are satisfied.

Stage

What happens

1

Mortgage pre-approval and bank-fit check, including whether the lender issues the Golden Visa NOC

2

Property identified and Golden Visa value / paid-amount conditions checked before signing

3

Bank valuation and mortgage approval

4

Purchase completes; title or qualifying property interest is registered

5

Once the visa conditions are met, obtain DLD/GDRFA value evidence and the bank NOC showing paid and outstanding amounts

6

Golden Visa application submitted — the applicant must be physically present in the UAE for DLD processing

Ask your prospective lender at pre-approval whether it issues Golden Visa no-objection letters, what the letter shows, and how long it takes. That answer belongs in the bank-fit decision before you commit to the property. For the visa application itself — the documents, the valuation evidence and your attendance in the UAE — our golden visa partner Best Solution handles the process end to end.

Off-plan, multiple properties and joint ownership

Off-plan

Off-plan property can qualify. Federal ICP guidance recognises eligible off-plan units with a total value of at least AED 2 million, subject to the developer and registration conditions that apply. There is no single fixed payment requirement to plan around: confirm the documentation route for the specific project with DLD or GDRFA before relying on the SPA or Oqood record.

Multiple properties

More than one property can be combined for the Dubai investor route: DLD expressly refers to one or more properties. Each property relied on must be under the applicant’s qualifying ownership, and any mortgaged property brings its own bank-letter and paid-amount evidence into the file.

Joint ownership and sponsoring your family

Where a property is held jointly, the value attributable to the applicant is what counts. GDRFA’s published guidance requires the applicant’s individual share to be worth at least AED 2 million. A jointly held AED 2 million property therefore does not qualify either owner on a shared basis.

For many couples, the cleaner route is for one spouse to qualify as the investor and sponsor the other spouse and children; DLD also lists parents as sponsorable. Plan the ownership split before the sale agreement is signed, because ownership, mortgage liability and Golden Visa value attribution are related but not identical questions.

Family planning a Dubai property purchase and Golden Visa application

STRUCTURE THE PURCHASE BEFORE YOU SIGN, NOT AFTER. Ownership split, the qualifying value, the paid amount on any mortgage and whether the financing bank issues the required letter are all cheap questions before the sale agreement and expensive ones afterwards.

The cost of the purchase, before the visa costs anything

It is still useful to see the purchase cash requirement as a separate mortgage exercise. The table below shows the same AED 2,000,000 acquisition under three financing positions. These figures explain what the purchase costs; they do not mean that each financing position is immediately eligible for the property Golden Visa under the current DLD paid-amount wording.

The closing costs barely move between the three; the down payment is what changes. The Golden Visa application fees sit on top. The key distinction is that mortgage affordability and Golden Visa qualification are separate: a low-deposit mortgage can work as a mortgage while the visa requires additional paid amount before the mortgaged property qualifies under DLD’s current wording.

What happens afterwards

Refinancing the property later

Moving the mortgage to another bank does not change ownership of the property, but it changes the lender holding the security and therefore the bank responsible for any required Golden Visa letter. Before refinancing near a renewal or new application, confirm that the replacement structure still meets the current value and paid-amount requirements and sequence the two processes deliberately.

Releasing equity

Equity release needs more care. Although you continue to own the property, increasing the secured borrowing changes the paid/outstanding position shown by the bank. Because DLD’s current mortgaged-property wording refers to AED 2 million paid, an equity release can affect the evidence supporting a new application or renewal. Check the visa position before increasing the facility.

Selling

This is the one that catches people. The residence is granted against a maintained qualifying holding. Selling the property that qualified you has consequences for the visa, and for any family members sponsored under it. If a sale is contemplated, plan the replacement holding alongside it rather than afterwards.

THE VISA DEPENDS ON A QUALIFYING HOLDING THAT CONTINUES TO MEET THE RULES. A refinance, equity release or sale can change the evidence supporting that position. Selling is the clearest break in the holding; refinancing and equity release should still be checked before instruction.

Golden visa and mortgages: the questions we are asked most

Can I get a golden visa with a mortgaged property? Yes. DLD allows a mortgaged property with a financing-bank NOC showing the paid amount and outstanding balance. Its current service description also says the bank letter should evidence AED 2 million paid, so do not assume a normal mortgage deposit on a AED 2 million property is enough.

Is the property golden visa five years or ten? Ten. The Dubai Land Department’s service issues a 10-year residence permit and a 10-year Emirates ID on the real estate route. Some summary pages still show five years, which is out of date.

What property value do I need for a UAE golden visa? For the Dubai real-estate investor route, the qualifying property or properties must meet the AED 2 million threshold. Where the title deed value is below AED 2 million but the current market value meets it, an accepted valuation report from a DLD-licensed valuation provider is required, subject to authority approval. More than one property may be used, and on joint ownership the applicant’s individual share must be worth at least AED 2 million.

Can I sponsor my family on a property golden visa? Yes. DLD’s current investor service lists a husband or wife, children and parents as sponsorable, subject to the required family documents and residence procedures.

Is the golden visa valuation the same as the bank’s mortgage valuation? No. GDRFA refers to DLD property-status/valuation evidence for the visa, while the lender commissions its own valuation for mortgage underwriting. They serve different purposes and should not be treated as the same document.

My property was bought below AED 2 million but is now worth more. Can I apply? Possibly. Where the title deed value is below AED 2 million but the current market value meets or exceeds it, you need an accepted valuation report from a DLD-licensed valuation provider, and the application is subject to the authority’s approval.

Does “wholly owned” mean I cannot have a mortgage? No. DLD expressly permits mortgaged property. Separately, on joint ownership GDRFA requires the applicant’s individual share to be worth at least AED 2 million.

How much do I need to have paid off? For a mortgaged Dubai property, DLD’s current service description says the bank letter should indicate AED 2 million paid. The detailed service terms also require the letter to show the paid amount and balance. Confirm this requirement at the time you apply because it is the key difference between mortgage eligibility and Golden Visa eligibility.

Does a golden visa get me a better mortgage rate? Sometimes. The lending rules are unchanged by visa category, but a few banks currently extend benefits to golden visa holders — on pricing or on how income is treated. Tell your adviser which type of golden visa you hold.

Does off-plan property count for the golden visa? Yes, it can. Federal ICP guidance recognises qualifying off-plan units with a total value of at least AED 2 million, subject to developer and registration conditions. There is no single fixed payment requirement to rely on; confirm the documentation route for the specific project with DLD or GDRFA.

Can I apply for the visa before buying? Not on the property route unless you already own a qualifying holding. The visa is granted against property you own, so a new purchase comes first.

Do I need to be in the UAE for the golden visa application? Yes. The applicant must be physically present in the UAE for DLD golden visa processing. If you are buying from abroad, plan the trip around the application.

What happens if I sell the property? The visa is granted against a maintained qualifying holding, so selling the property that qualified you affects the residence and any family sponsored under it. Plan any sale with that in mind.

Planning a purchase around the Golden Visa, or think your property already qualifies? Talk to an adviser. We structure the ownership, qualifying value, paid amount and bank letter before you sign. For the visa application, our partner Best Solution can take it from there.

How much can you borrow on your Dubai salary?

There is a formula, and it is not a percentage of your salary. A UAE bank starts from half your monthly income, subtracts every commitment you hold — including 5% of credit card limits you have never touched — and lends against what is left, at a stress rate it does not publish. That is why two people on the same salary get offers seven hundred thousand dirhams apart, and why a mortgage calculator based on salary alone so often gives the wrong answer.

Why UAE mortgages get rejected — the real reasons

Ask why a mortgage would get rejected and every article gives you the same five bullet points: low credit score, low income, high debt, missing documents, property issues. All true, and all useless, because none of them tells you which stage your file failed at or what the bank was actually looking at.

Getting a mortgage in Abu Dhabi: what’s different from Dubai

Almost nothing about the lending changes. Loan-to-value ceilings, the 50% debt burden cap, tenure limits and the early settlement fee are federal, set by the Central Bank, and identical in both emirates. What changes is the registry, the bill at the counter — roughly half of Dubai’s on the same purchase — and one question no Dubai buyer has ever had to ask: whether the title you are buying has an expiry date. Where it does, the bank shortens the mortgage to match — and your monthly payment goes up.
