What NOC (No Objection Certificate) means in practice

The No Objection Certificate is the developer's written confirmation that it has no objection to the property changing hands. In practice it certifies that service charges are settled and that nothing in the developer's records blocks the sale.

Without it the Land Department will not process the transfer, which makes it one of the most common sources of delay in an otherwise ready transaction.

How it works in the UAE

The certificate is obtained from the developer, typically for a fee and with a limited validity window, and any arrears on service charges must be cleared before it is issued. Because it expires, timing the NOC against mortgage approval and the trustee appointment matters — an early NOC can lapse while the finance catches up.

A worked example

A seller with two quarters of unpaid service charges must settle them before the developer will issue the NOC, which is why buyers commonly make the NOC a condition in the sale agreement rather than an afterthought.
